LG chairmen, others to earn N593bn yearly

The Revenue Mobilisation Allocation and Fiscal Commission has recommended an upward review of the annual basic salaries and emoluments of elected council officials from N343bn to N593bn.

There are about 11,788 executive and legislative officers in the 774 LGAs in the country.

The proposed salary structure is in volume two of “The Reviewed Remuneration Package for the Legislature at the Federal, State and Local Government Levels” that is awaiting President Umar Yar’Adua’s assent.

According to RMAFC documents obtained by our correspondent on Sunday, the total annual salary of the executive arm of the councils is about N250bn. That of the legislature stands at about N343bn.

About N167bn is currently being spent annually on the executive arm and N229bn on the legislature.

The RMAFC said in the document that an upward review of the salary structure of the council officials was partly neccesitated by the rising cost of living in the country.

With the review, an LGA chairman’s annual basic salary doubles from N454,156, to N908,312. His deputy’s pay is N853, 056 as against N426, 528.

The chairman is also entitled to N908, 312 or 100 per of his annual basic pay as accommodation allowance. His car loan is 400 per cent of his basic salary or about N3.6m.

The new salary package also allows him to take home 300 per cent of his basic salary for furniture or about N2.7m.

Others are 30 per cent of annual basic salary for utility bills and 75 per cent of his salary for domestic staff.

A legislative leader and his deputy in an LGA are to earn an annual basic salary of N1m as against the subsisting N406,000.

A councillor is to earn N950,095 as yearly basic pay.

The deputy LGA chairmen and other elected officers are also entitled to most of the other benefits due to the Chairman but with little modifications.

The RMAFC said that in arriving at the decision to jack up the salaries and emoluments of the council officials, it considered the promotion of industrial peace and efficiency as well as the need to motivate them and discourage corruption.

“It is also to raise the standard of living of Nigerians generally through its multiplier effect and hence the reduction of poverty,” it added.
