In the hay days of the regime of former President Olusegun Obasanjo, it was more of a ritual for the process of cabinet formation to generate great tension and excitement. Obasanjo had a way of going by the selection process. Even though he was not given to dilly-dallying in selecting his own men, he usually allowed pressure to mount on him by different groups and individuals who felt strongly inclined to have foothold in his government. In that regard, the former president liked to display his adeptness in hide and seek game.

Obasanjo had made it a tradition to keep the nation in suspense on the nature of cabinet he was putting in place. In 2003 for instance, the former president had to travel out of Nigeria for official engagements with the list of ministerial nominees locked in his handbag.
